Arts for Health MK (AfHMK) are inviting tenders for a freelance evaluator to examine, evaluate and report on our exciting ‘New City Collection’ project at Milton Keynes University Hospital, funded by The National Lottery Heritage Fund. This is in addition to funding from Milton Keynes City Council as well as Milton Keynes Hospital Charity, who commission the services of Arts for Health Milton Keynes on behalf of the hospital. The project started in July 2025 and will continue throughout 2026 with the final report required in December 2027.
In 2023/24, MKUH and AfHMK partnered with the Open University to commission an impact and evaluation report about the collection, exploring how patients, staff and visitors interacted and engaged with the artwork in the hospital as well as how it impacted on their experience of the setting. As well as informing our approach to this application, this survey has also informed a revised Collections Management Policy which brings us much more in line with spectrum best practice collections guidelines.
The ‘New City Collection’ project
Funded by The National Lottery Heritage Fund, this project aims to better tell the story of Milton Keynes University Hospital, it's staff, patients and local communities, through the art collection; create open, accessible and future-proofed digital resources, develop accessible interpretation, and deliver engagement programmes that outreach into communities adjacent to the hospital (particularly areas of deprivation) and engages the staff, patients, and visitors on the hospital site.
We will identify, repair, and conserve at-risk artworks including sculptures; improve storage conditions including environmental monitoring; engage with diverse staff groups to curate the collection through an intersectional and environmental lens, so the heritage feels relevant to new audiences; partner with Living Archive MK to archive the story of the development of the collection including creating an online "memory vault". Finally, we will develop a long-term collection sustainability plan promoting understanding and conservation of the heritage in the long term.
We are keen to bring in the evaluator as early as possible primarily to ensure we are collecting useful data, both as a baseline and as the project develops from initiation, but we’d anticipate most of the work will occur in late 2026 and 2027. We have allocated a daily rate of £266 paid as a flat fee of £8,000 for 30 days work, with 50% invoiced up front and 50% invoiced on completion.
Role Description
The evaluator will deliver a final evaluation report for the ‘New City Collection’ project at MKUH, including supporting data collection, analysis and documentation, working in partnership with the Collections Development Officer, Collections and Temporary Exhibitions Manager, freelance artists and facilitators, and freelance photographers and videographers.
The evaluation should directly reference the theory of change we have researched and developed in partnership with the Open University, which is described below.
Your evaluation will assess the overall impact on the hospital environment and patient/visitor experience as a result of the project. All elements of the evaluation should be conducted through a diverse and inclusive lens.
We will invite you to use a bespoke app called ArtPROMS to collect qualitative and quantitative data. Complimenting this, you are invited to use alternative tools to collect outcome data in more creative ways, and we welcome innovation and new approaches. We will also ask artist and facilitators to keep a weekly journal and collect case studies under your direction.
The evaluator is invited to draw on their experience and expertise to devise an appropriate format for the final report which meets the requirements of the heritage lottery fund and is also a useful document for all our stakeholders to engage with going forward, making a significant contribution to a proposed “sustainability plan” developed and owned by a newly formed hospital Art Committee.

Person Specification Knowledge

Evaluation Methodologies: Familiarity with both qualitative and quantitative methods,
including mixed methods approaches is essential.

Creative Health Sector: it is essential to understand the intersection between creativity (arts,
design, media) and health, particularly in hospital and community settings.

Awareness of project life cycles, timelines, and stakeholder management.

A good understanding of GDPR, confidentiality, data protection, and consent. Working
knowledge of ethical issues in research and evaluation, particularly with vulnerable
populations, is desirable.
